Summary for lazy people: Guy was having his ‘86 Alfa GTV6 painted, the painter ended up in the hospital, the shop’s landlord took the car and it sat at a tow yard for years, someony bought it from the yard on a salvage lein or somesuch, and it’s now for sale on FS Craigslist.
We have to help this guy get his car back!

Might be cheaper for him to just cut a deal with the seller and maybe buy it back. Lawyers will be more expensive, as will the time he spends trying to deal with the CA Motor Vehicle folks. It was already a salvage title anyway.
